    The National People's Congress

    A meeting of the Eleventh National Peoples Congress has recently taken place. Representing Nanjing was the Chairman of the Yuejin Automobile Group Wang Hao Liang and from Shanghai, the president of Shanghai Automotive Chen Hong. Both accepted interviews with reporters.

    It's worth bearing in mind that China's political system works somewhat differently to the UK's and the opinions of both Wang Hao and Chen Hong will have an effect on national policy.

    For Wang Hao Liang the main subject was the development of China's own brands, he told reporters that 4 years ago, while Chairman of Nanjing Automobile Corporation, he had bought the MG-Rover company's assets from the United Kingdom and set up two production bases in Nanjing and Birmingham UK to begin the internationalization process of China's own brands.

    The SAIC group and Nanjing Auto had reorganised with full scale integration and in the current international finacial crisis are persisting in self-invested R&D for their new mid-level sedan and the new small displacement innovative advanced engine projects which would give the MG and Roewe brands a wider product coverage and more competitive and technically advanced products.

    Mr Wang also pointed out that with their own brand vehicles adopting international standards and using international technology the MG and Roewe brand influence was gradually expanding and becoming increasingly competitive in the market place. However the road ahead has a lot of difficulties at the present time due to the current international financial crisis and he hoped that the country would adopt special policies and measures to increase support for their progress.

    A few days ago, the State Council approved the "automobile industry restructuring and revitalization plan" to stabilize the car consumption, speed up structural adjustment, and enhance the capability of independent innovation, with strong support from the country (government), development and expansion of the automobile industry is just around the corner. As the saying goes, said Mr Wang, "If everyone collects firewood, the flames will be high", I suggest that all the Chinese people can give some support for the development of the Chinese own brand vehicles. For example, all levels of government officials should give priority to the use of own brand vehicles, with own brand vehicles accounting for at least 50% of official vehicles and own brand private cars may benifit from the exemption of some taxes.

    Mr Wang also expressed the opinion that there should be an emphasis on "Green Manufacturing" to support the recycling of cars at the vehicles end-of-life. He pointed out that by 2010, China may have 4 million vehicles to be recycled and that not only should the country pay attention to recyling of scrapped vehicles but it should look to Europe, America and Japan to study and accelerate development of legislation on the dismantling and recycling of vehicles with emphasis on environmental protection to allow the recycling of used motor vehicles to become a "sunrise industry" supporting "green manufacturing".
